If you have the full Access installed you do not need to install any access runtime. But be aware if you script the Data Migration Wizard (DMW) to convert Access ACCDB files that the end user may have to go and download this runtime for themselves, or you may have to ship it with your application and ensure it's installed.
Access (MDB and ACCDB) files are converted for their table schema and data only. The data types are converted to VistaDBTypes at the time of the conversion. Most indexes and constraints are also converted.
Views and Forms are by definition proprietary information in Microsoft Access. The Access dialect of SQL is not compatible with SQL Server (and hence VistaDB). Any views will have to be manually converted to TSQL syntax.
